Deputy Minister applauded OPEC for endorsing assistance measures for private schools, including liquidity loan grants, funds tax exemption and government financial aid registrations, to overcome COVID-19 crisis.

Kanokwan Vilawan, the Deputy Minister of Education, revealed that following the policy on offering prompt assistance in regards to the educational management for the private schools under the Office of Private Education Commission (OPEC) affected by the spread of COVID-19, which has delayed the schools’ opening dates amidst the ongoing financial obligations for teachers’ and personnel’s salaries, the operations now have witnessed some progress in several areas.

The Deputy Minister granted her appreciation for OPEC in implementing the policy into practice, in terms of the collaboration arrangements with the involved parties and providing useful information regarding the process, regulations and conditions of the government’s and corporates’ measures to the private schools’ personnel. Moreover, there ought to be a mutual discussion with the Private Teacher Aid Fund to devise alleviation measures and drive liquidity for the private schools and institutes; this measure will apply the six-month exemption period (May – October 2020) for interests and fines of welfare loans (Provident Fund) for the existing borrowers. Also, it will consider automatically reducing the welfare loan’s interest to the rate of 4% annually.

Another policy is to establish welfare loans (Provident fund) in order to extend the rights to those who have held memberships for over five years but less than 10 years. In other words, this group will be able to borrow 90% of their savings and 3% from the subsidized funds. However, those who have been members for ten years and over can borrow up to 90% of their savings and 12% of their subsidised funds from May 1st, 2020 onwards. Besides that, there is additional assistance to facilitate teachers and personnel from private colleges in registering for the financial aids at 5,000 baht per month, according to the government’s measures in protecting the welfares of those outsides of the social security system in alleviating the burdens caused by the COVID-19 outbreak.

นางกนกวรรณ วิลาวัลย์ รัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการ เปิดเผยว่า จากการที่ได้มอบนโยบายให้ สำนักงานคณะกรรมการส่งเสริมการศึกษาเอกชน (สช.) เร่งให้ความช่วยเหลือการจัดการศึกษาของโรงเรียนเอกชนที่ได้รับผลกระทบจากการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรน่า 2019 (COVID-19) ทำให้โรงเรียนไม่สามารถเปิดทำการเรียนการสอนได้ตามปกติ แต่ยังคงต้องแบกรับภาระค่าใช้จ่าย และเงินเดือนครู บุคลากร เช่นเดิมนั้น ขณะนี้มีความก้าวหน้าในการดำเนินงานหลายส่วนแล้ว

รมช.ศึกษาธิการ กล่าวว่า ต้องขอขอบคุณ สช. ที่นำนโยบายไปสู่การปฏิบัติอย่างเป็นรูปธรรม ทั้งในการประชุมหารือกับผู้มีส่วนเกี่ยวข้อง ตลอดจนทำความเข้าใจในกระบวนการ หลักเกณฑ์ และเงื่อนไขต่าง ๆ ให้บุคลากรของโรงเรียนและสถานศึกษาเอกชน ได้รับทราบและเข้าถึงการรับสิทธิประโยชน์ที่พึงมีตามมาตรการของรัฐบาลและหน่วยงานต่าง ๆ โดยเฉพาะการหารือร่วมกับสำนักงานกองทุนสงเคราะห์ เพื่อหามาตรการบรรเทาความเดือดร้อน และเสริมสภาพคล่องของโรงเรียนและสถานศึกษาเอกชน ใน 2 ส่วน คือ การงดคิดดอกเบี้ยและค่าปรับสินเชื่อเพื่อสวัสดิการ (กองทุนเลี้ยงชีพ) ลูกหนี้เดิม เป็นเวลา 6 เดือน (เดือนพฤษภาคม – ตุลาคม 2563) และลดอัตราดอกเบี้ยเงินกู้สินเชื่อเพื่อสวัสดิการ เหลือ 4% ต่อปี โดยมีผลอัตโนมัติ พร้อมจัดตั้งสินเชื่อเพื่อสวัสดิการ (เงินทุนเลี้ยงชีพ) เพื่อขยายสิทธิ์ให้กับสมาชิกที่มีอายุงาน 5 ปี แต่ไม่ถึง 10 ปี ได้มีสิทธิ์กู้สินเชื่อ ร้อยละ 90 ของเงินสะสม (3%) ส่วนสมาชิกที่มีอายุงาน 10 ปีขึ้นไป กู้ได้ร้อยละ 90 ของเงินสะสมและเงินสมทบ (12%) ตั้งแต่วันที่ 1 พฤษภาคม 2563 เป็นต้นไป

นอกจากนี้ยังให้ความช่วยเหลือและอำนวยความสะดวกแก่บุคลากรโรงเรียนเอกชน ในการลงทะเบียนเพื่อรับเงินเยียวยา 5,000 บาทต่อเดือน ตามมาตรการของรัฐบาล สำหรับดูแลและเยียวยาผู้ที่ไม่อยู่ในระบบประกันสังคม เพื่อเป็นการบรรเทาความเดือดร้อนจากผลกระทบโรคติดเชื้อ COVID-19 ด้วย
