The Deputy Minister witnesses MOU signing ceremony between NFE and 3 partnerships on elderly and disabled knowledge management – personnel development towards wellness aging society

The Deputy Minister of Education, Kanokwan Vilawan, witnessed the signing ceremony of the Memorandum of Understanding (MOU) on knowledge management for promoting the integrated network of elderly and disabled people, and academic collaboration and the Office of the Non-Formal and Informal Education personnel development in organising activities towards “wellness aging society”.

The Deputy Minister stated that the Ministry of Education has realised the importance of elderly people, however it is challenging for the country to encounter changes in population structure. As the Deputy Minister who supervises the Office of the Non-Formal and Informal Education (NFE) which is responsible for lifelong learning, she has contributed collaboration from NFE’s “Good Partnership” to work together for human resource development.

“Expectantly, this integrated collaboration will stimulate everyone to aware of preparation for aging society in terms of attitude, management system, and knowledge-based operation; to encourage people of all ages to understand elderly people; importantly, to decrease depressive disorder and dementia rate which are the last stage of non-communicable disease patients.” the Deputy Minister said

The Office of the Non-Formal and Informal Education has signed 2 MOUs with 3 organisations as follows
– “Knowledge management for promoting the integrated network of elderly and disabled people” between the National Science and Technology Development Agency, the Office of the Non-Formal and Informal Education, and Community based Health Research and Development Foundation

– “The academic collaboration and the Office of the Non-Formal and Informal Education personnel development in organising activities towards wellness aging society” between the Office of the Non-Formal and Informal Education, Faculty of Medicine Ramathibodi Hospital, Mahidol University, and Community based Health Research and Development Foundation

นางกนกวรรณ วิลาวัลย์ รัฐมนตรีช่วยว่าการกระทรวงศึกษาธิการ เป็นสักขีพยาน ในพิธีลงนามบันทึกข้อตกลงความร่วมมือ เรื่องการจัดการความรู้สนับสนุนเครือข่ายบูรณาการด้านผู้สูงอายุและคนพิการ และการบูรณาการความร่วมมือทางวิชาการและขับเคลื่อนการพัฒนาบุคลากร กศน. ให้มีศักยภาพในการจัดกิจกรรม กศน. เพื่อร่วมสร้าง “สังคมสูงอายุที่มีสุขภาวะ”

รมช.ศึกษาธิการ กล่าวว่า กระทรวงศึกษาธิการ ตระหนักถึงความสำคัญของสังคมผู้สูงอายุ ซึ่งนับเป็นความท้าทายของประเทศไทยที่ต้องเผชิญกับการเปลี่ยนแปลงของโครงสร้างประชากร ในฐานะรัฐมนตรีที่กำกับดูแลสำนักงาน กศน. ซึ่งมีภารกิจในการจัดการศึกษาตลอดชีวิต จึงสนับสนุนการสร้างความร่วมมือกับภาคีเครือข่ายที่ดี (Good Partnership) ของ กศน. เพื่อร่วมกันพัฒนาทรัพยากรมนุษย์

“หวังว่าการบูรณาการความร่วมมือครั้งนี้ จะช่วยให้ทุกภาคส่วนตระหนักถึงความสำคัญของการเตรียมความพร้อม ทั้งทางทัศนคติ ระบบการบริหารจัดการ ระบบการทำงานบนฐานของความรู้ เพื่อรองรับสังคมผู้สูงอายุ ทำให้คนทุกช่วงวัยที่ยังไม่สูงอายุ มีความเข้าใจผู้สูงอายุครอบคลุมในทุกมิติอย่างเป็นระบบ และสิ่งสำคัญเพื่อลดสถิติการเกิดโรคซึมเศร้าและสมองเสื่อม ซึ่งเป็นผลลัพธ์สุดท้ายของผู้ที่มีภาวะป่วยโรคติดต่อไม่เรื้อรังด้วย” รมช.ศึกษาธิการ กล่าว

สำนักงาน กศน. ได้ร่วมลงนามบันทึกข้อตกลงความร่วมมือกับเครือข่ายการทำงาน 3 องค์กร จำนวน 2 ฉบับ ได้แก่
– บันทึกข้อตกลงความร่วมมือ “การจัดการความรู้สนับสนุนเครือข่ายบูรณาการด้านผู้สูงอายุและคนพิการ” ระหว่างสำนักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติ (สวทช.) สำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย (กศน.) และมูลนิธิสถาบันวิจัยและพัฒนาระบบสุขภาพชุมชน (มสพช.)

– บันทึกข้อตกลงความร่วมมือ “การบูรณาการความร่วมมือทางวิชาการและขับเคลื่อนการพัฒนาบุคลากร กศน. ให้มีศักยภาพในการจัดกิจกรรม กศน. เพื่อร่วมกันสร้างสังคมสูงอายุที่มีสุขภาวะ” ระหว่างสำนักงานส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย (กศน.) คณะแพทยศาสตร์โรงพยาบาลรามาธิบดี มหาวิทยาลัยมหิดล และมูลนิธิสถาบันวิจัยและพัฒนาระบบสุขภาพชุมชน (มสพช.)
